BRUKL Reports (SBEM Calculations)
A level 4 Assessor must produce a BRUKL report at design stage to gain approval from Building Regulations
Once the building is completed, the Assessor then produces as AS BUILT BRUKL REPORT which confirms that the building meets with the Part L requirements.
Finally, the Assessor will convert the most recent BRUKL Model to an On-Construction EPC (also refereed to as an “On Construction Commercial EPC”). It is usually the responsibility of the building contractor to arrange for the EPC to be provided to the building owner and to notify building control. Without the EPC, building control will not sign off the building.
On-Construction EPCs can be produced off plan, there is no need to visit the site providing the Energy Assessor (level 4 minimum) has been issued with a set of drawings and specifications. Design or construction drawings/documents cannot be used for this purpose unless they are accompanied by a statement from the designer stating that the construction information is As Built. IMPORTANT – An On-Construction EPC is only required for building regulation compliance when it is fitted with services including HVAC and Hot Water, however if the building is required for marketing and sale whilst it is still in SHELL AND CORE stage, then an On-Construction EPC using the presumption of the most energy intensive fit out is allowed.
We prefer to approach Part L2 from a consultancy perspective and have developed a turnkey package to ensure cost effective and timely compliance. The package includes all necessary reports and certification and Assessor consultancy/feedback.
- DESIGN – unlimited simulations and Assessor feedback/consultancy to achieve a compliant SBEM/BRUKL score
- AS BUILT – compliant SBEM report (BER<TER) to include any modifications as necessary
- Lodged “as-built” Commercial EPC
Obviously, the data within the reports/EPC has to be provided by the client, if the design is failing, we can only make recommendations and use the information we have been provided with.
For a full package including all SBEM calculations, consultancy, plus an “As Built” Commercial EPC, prices start at £300 per unit. Significant discounts are available for multiple units.
If you only require a single SBEM report (with no consultancy/tweaking) prices start at £130 for a single unit. Please note, this service is for one report only and does not include any alterations or recalculations (and hourly fee of £75 will apply in all cases)

Follow the link below and complete the building information form, completion of which is necessary before we can begin work on the calculations. There may be some changes required to achieve a PASS. We will advise you of the most appropriate course of action to take which will be tailored to your requirements.
BRUKL AS BUILT (SBEM Calcs)
When the building is complete we will produce a final SBEM As Built calculation. Building control will require this to sign off the PartL2 section of the project. If the building has been built in line with the most recent SBEM Design Calculations, no further evidence is required.
On-Construction Commercial EPC
After the SBEM As Built Calculations are complete we can proceed to the final stage which is the creation and lodgment of an On-Construction Commercial EPC.On Construction EPCs can be produced off plan, there is no need to visit the site providing the Energy Assessor (level 4 minimum) has been issued with a set of drawings and specifications. When you have provided all the info required by Convention 2.06 please complete the online declaration (link below) that confirms that info used in the most recent BRUKL accurately reflects the completed building.

Building control will request SBEM calculations (and the output BRUKL Certificate) for extensions (Part L2B) for projects greater than 1000 m2 or more than 25% of the original floor area.
For new build anything over 50 m2 will require a BRUKL Certificate.
RENOVATIONS AND CONVERSIONS DO NOT REQUIRE SBEM CALCULATIONS AND UNLIKE NEW BUILDS OR EXTENSIONS, CANNOT BE UNDERTAKEN OFF PLAN!!
Building Control will not sign off your building design and you will be unable to complete your project.
The owner, although the builder/main contractor will usually take responsibility.
